Russia’s attack on Ukraine from the perspective of international law

What does the attack on Ukraine mean from the perspective of international law? Does the international community have the legal instruments to hold Russia liable for the suffering of civilians? How can international courts be used? These topics will be discussed with eminent international law experts: Prof. Władysław Czapliński and Prof. Ireneusz Kamiński. The meeting will be moderated by Dr. Łukasz Adamski.

Speakers:

Władysław Czapliński – Professor of Law, Head of the Chair of International and European Law at the European School of Law and Administration in Warsaw. Member of the Legislative Council affiliated at the Prime Minister of the Republic of Poland in 1999–2006; member of the Legal Advisory Committee to the Polish Minister of Foreign Affairs since 1998; Chairman of the European Law Advisory Committee to the Polish Minister of Justice since 2004.

Ireneusz C. Kamiński – Professor of Law, sociologist, graduate of the department Faculty of Law and Administration of the University of Silesia in Katowice, the Faculty of Philosophy of the Jagiellonian University in Krakow, and the European Academy of Legal Theory in Brussels. Professor at the Institute of Law Studies of the Polish Academy of Sciences in Warsaw (Department of International Public Law) and lecturer at the Jagiellonian University (Centre for Comparative Studies of Civilisations). He has received numerous awards for scholarly achievements (from the Foundation for Polish Science, European Law Foundation, Rector of the Jagiellonian University). Member of the Council of the National Science Centre (2012–2016). Ad hoc judge at the European Court of Human Rights in Strasbourg (term of office: 2014–2016).

Łukasz Adamski – holder of a PhD in history and a political scientist, specialising in the history of Eastern European countries and analysis of current political affairs in the region. Since 2016, he has served as the Deputy Director of the Centre for Polish-Russian Dialogue and Understanding. In 2006–2011, he worked at the Polish Institute of International Affairs as an analyst and then as the coordinator of its programme of bilateral relations in Europe. In 2014, he was a rapporteur of the OSCE Special Monitoring Mission to Ukraine.
